Isn't it really inefficient for Environment CO to pay people to ask for money on campus? Doesn't that just increase their overhead?

I think some of the people are there as volunteers. also If they can get a couple a donations it pays for several hours of their time

No ther ear ea lot a people who feel bad when they are harrassed by those people so they give money
