In the past years that have a website with pictures of people smoking and the police would give anyone a $50 reward if you id the person. The person would get some sort of ticket. Lately the police just watch from the sidelines to make sure things don't get out of control.

they really dont. They moderate it and make sure know one is going crazy or stupid.
