Neither Boulder, nor any of the municipalities in Colorado use de-icer. Instead, snowplows will deposit sand on the roads. This has the downside of not actually de-icing the roads, as well as dirtying up car windshields, but does provide some improvement in traction.
No de-icer is used on the roads (sometimes on the sidewalks, though!)
The sand on the road can scratch up your car if they don't sweep it up and you drive behind a truck that throws it at you

they put sand and also salt that helps melt the ice on the roads
they do and it really does not have anything bad for the cars. even the tires should be fine.
