If you look on Pearl street, there are always a few local vendors. They show up a bit more around the holidays

There is an Asia day coming up on Saturday from 10-4 I think, but that's in Glenn Miller Ballroom. There is a multicultural day in the fall for incoming Freshmen that's on Farrand Field called GloboJam.

I agree with the 82 inches thing, but let me put it in a daily-ish way.
In Boulder, there generally are a few days of 3-4 inches, but hey, it's Colorado.
The weather changes every 5 minutes.
All I can really say is to always have a coat ready.
