Is Professor Lewis (Head of Tech. Dept in Sewall Hall) really the person they modeled Mr. Garrison after in South Park?

Not as far as I know. One of the 2 creators went to Evergreen High School in Evergreen, CO (the other went to Conifer High briefly) and there is a teacher at that high school that looks, sounds, and acts just like Mr.Garrison. He doesn't have Mr.Hat that he brings to class every day or anything but according to my friend who went there, he said when asked if he was gay: "I like to live in both worlds." His name is Mr.Lukage.

I had a teacher named mr. Lukage back at evergreen, he was just like mr. garrison. One of the creators did attend evergreen, the driver mrs. crabtree is based off a bus driver i've had her name was mrs babcock, no joke looked exactly mrs. crabtree, everyone hated her and yes she muttered to herself. So I wouldnt be surprised if a few characters came from evergreen.
