The Environmental Center does free energy audits. They come to your house and give you CFLs and water faucet restrictors for free. They won't just give you the parts there though. Check them out at the UMC

go to UMC to see the list of Student groups. Envo center is a good place to check out as well

Usually once a year there is a table set up near the tunnel to the hill which is giving out free CFLs. Im not sure what specific organization does this though.
