What is the deal with this new party registration program at CU? How does it work and what exactly is it?

Party Registration is an program CUSG and Off Campus Student Services has put together to promote safe partying and positive realtions between Boulder PD and students.
What you do is go to the Off Campus Student Service office in the UMC (I believe more 313) with your student id and register your party. They will ask for a contact of a person at the party and this is about it. You will recieve a goody bag with safe party types and treats.
While throwing your party if you the police recieve a noise complaint the contact person will recieve a call and will be asked to evacuate the party. You will have 20 minutes to calm down the party and if police come by and the situation is taken care of you will avoid getting tickets. If you do not register your party and you get a noise complaint you run the risk of getting a noise ticket (which comes with a hefty fine) and a higher chance of drinking tickets being handed out.
The biggest concern for students is that by registering your party you are now on a "watch list" for the PD. The truth is, the Boulder Police already know if you are having a party, they don't need a watch list and this really is a way to help students out.
