I like the place on the hill next to Half Fast. They are very knowledgeable, and cheap.
I love the bike station. It is a great place to get something looked at and adjusted quickly.
But they are limited by their size. They simply can't have every imaginable tool or spare part on hand. For that, and to keep it cheap, go to Community Cycles.
Cheap bikes, full work stations, more cheap parts than you will ever need, and tons of friendly and experienced volunteers there to answer any questions. Best of all, instead of wasting money on new parts and repair bills, you gain knowledge and experience of how to fix or alter your own bike. Invaluable!
Here is the best advice you will find on this question: Post an ad on craigslist under the "wanted" section. Write a description of the problem you are saying and say you only have a certain amount of money. Let me demonstrate:

Community cycles is awesome and the cheapest option for big repairs by far, but keep in mind Community Cycles requires you to pay $40 for a membership before you can use their tools or purchase parts, so you basically have to buy a membership to do anything. I think they offer reduced price memberships if you can prove your need. Also, keep in mind you really need a lot of bike skill on your own at community. It's a great place to learn if you have a ton of time to hang out and waste, but it's pretty do it yourself minus some shop help, so for quick or complicated repairs you can't do yourself its best to check craigslist like mentioned above or a local shop.
The Bike Station on campus will teach you how to fix your bike. They do not have parts on hand though. However, they will tell you what parts you (actually) need to find elsewhere. A regular bike shop will tell you need more things than you actually do.
